Waupaca man faces felony OWI

Jack R. Hess Jr., 53, Waupaca, was charged Nov. 22 with a felony drunken driving offense and operating a vehicle after revocation.

On the afternoon of Saturday, Nov. 20, Waupaca Police Officer Diana Flatoff was driving on West Union Street when she saw a vehicle traveling south on the sidewalk of High Street.

A pedestrian told her that the vehicle had just run over the stop sign, which was down.

Flatoff stopped the vehicle at the corner of Morton and West Fulton streets, and identified the driver as Hess. She reported that Hess said he didn’t remember hitting the stop sign, and that his speech was slurred and his eyes glassy.

According to court records, Hess was previously convicted of drunken driving offenses in October 1991, August 1995, August 1999, September 1999 and July 2008. His license was revoked for three years in July 2008.

Hess faces up to three years in prison if convicted of a sixth offense of operating while intoxicated and up to one year in jail if convicted of operating after revocation.
