I read the County Post West article quoting Mayor Smith, “Congratulations Waupaca, you have a 2012 budget that will not increase taxes, the mill rate or levy for 2012.” This sounds really good until one reads further on that the city will borrow another $710,000. This takes the shine off the apple.
Waupaca, as I understand it, owes millions already and intends to keep on borrowing. They must have studied budgeting from the same book used by Barack Obama.
I appreciate taxes being held to current levels. What I would really like to see is taxes lowered. Last I heard Waupaca was one of the top ten overtaxed, medium-sized cities in Wisconsin. Get us out of the top ten and into the middle of the pack, and you will see me congratulating Waupaca.
