City to start street projects

Two street projects are scheduled to begin in the city of Waupaca the end of this month.

Weather permitting, work will begin Monday, April 29, on the State State and Bailey Street projects.

John Edlebeck, the city’s director of public works, outlined both of them during a Monday, April 15, informational meeting.

About a dozen people were in attendance.

The State Street project will be from Badger to Mill streets.

Since the street is also County Trunk E, that project will be in cooperation with the Waupaca County Highway Department, Edlebeck said.

It will include removal of the pavement and portions of the sidewalk, curb and gutter, watermain, storm and sanitary sewer system.

The work is necessary due to aged pavement, watermains and sewer mains.

He said natural gas utility work is already under way on Bailey Street and is expected to switch this week to State Street.

The county’s highway department has established a detour route for the State Street project.

It will be Mill Street to Oak Street, Oak Street to Ware Street, Ware Street to Tower Road, Tower Road to Royalton Street and Royalton Street back to School Street.

For the State Street project, the city will be running water service to the property lines.

Edlbeck said if any property owners are interested in extending that line to their home, they may talk to the crew working on the project to learn the condition of their water line.

Extending the water line from the property line would then be at the property owner’s expense, he said.

Once the State Street project is complete, Edlebeck will be requesting that parking be permanently restricted on the west side of the street to safely provide for traffic flow.

The Bailey Street project will be from River Street to the Waupaca River.

That project will include the removal of the pavement and additions to the storm sewer system.

The work is needed due to an aged and inadequate width pavement and an insufficient storm sewer system.

The pavement is about 40 years old.

The street will be widened from approximately 24 feet to about 31 feet, he said.

“We’re widening it with a paved shoulder on each side,” Edlebeck said.

He said the project does not include south of River Street due to costs and the fact the street is already a little wider in that section.

Sidewalk could be done at a later date, Edlebeck said.

Like State Street, Bailey Street will be closed during construction.

There will not be a signed detour.

Advisory signage about the street closure will be located on State Highway 49, and Edlebeck said the city has let those who live on Timber Drive know they could see more traffic during that time.

The Bailey Street project is scheduled to be done in early June.

The State Street project is expected to be completed in June or July.

While the projects are under way, access to driveways may be limited at times when work is taking place directly in front of a property.

Overnight parking will be allowed by the Waupaca Police Department on adjacent streets and in front of a property in the roadway if driveway access has been restricted.

Water service may be interruped for short periods of time.

Edlebeck said businesses and services have been notified about the projects so service to properties continues.

He told those in attendance Monday there will be several ways to stay informed about the progress of the projects.
