Waupaca man charged with sex crime

Travis S. Manney, 38, Waupaca, is charged with sexual assault of a child, child enticement, use of a computer to facilitate a child sex crime and felony bail jumping.

According to the criminal complaint, a 14-year-old girl told Waupaca Police Officer Paul Benzschawel that she and Manney had sexual contact, but not intercourse, on two separate occasions. She described the encounters as consensual.

The girl reportedly said the first time was while she was babysitting at Manney’s apartment, and the second time she went to his apartment while her mother was at work.

Benzschawel interviewed Manney, who denied having sexual contact with the girl. Manney told Benzschawel he and the girl had exchanged text messages that “got out of line sometimes,” the complaint says.

Manney was charged with a second drunken driving offense and fleeing an officer in July 2014. He was released from custody on a $2,000 signature bond.

UPDATE: On Sept. 19, 2018, Waupaca County prosecutors moved to amend the complaint to a single count of felony child abuse, to which Manney entered a plea of no contest. Judge Vicki Clussman placed Manney on three years of probation, ordered him to serve six months in jail with work release privileges and pay $3,413 in court costs and restitution. He was also convicted of a second OWI, sentenced to five days in jail and ordered to pay $1,421 in fines and court costs.
