Police seek sex offender

Judge Raymond Huber has issued a warrant for the arrest of Kurt A. Loyd, 46, Waupaca.

Loyd is charged with violating the sex offender registry. He faces up to six years in prison if convicted.

In and out of prison for the past 24 years, Loyd was convicted of second-degree sexual assault of a child in Wood County on June 5, 1991, and sentenced to 10 years prison and extended supervision.

On Oct. 27, 2003, Loyd was sentenced to 18 months in prison after being convicted of substantial battery in Milwaukee County.

On April 1, 2009, Loyd was convicted in two separate criminal cases of fourth-degree sexual assault and failure to provide sex offender information. He was sentenced to two years in state prison, less the seven months he spent in custody on a $50,000 cash bail after his arrest.

As a sex offender, Loyd is required to report changes in his address, employment, schooling and Internet identifiers to the Wisconsin Sex Offender Registry within 10 days.

On April 29, the registry staff mailed its annual letter to Loyd’s last known address at an apartment on South Main Street in Waupaca.

On May 7, the post office returned the letter with a forwarding address of “General Delivery Waupaca.”

On May 18, a Department of Corrections agent contacted Loyd’s former employer, who said Loyd had not worked for him for nearly a year.

On May 18, Waupaca police contacted Loyd’s former landlord, who said he had evicted Loyd in August 2014.
