Child sex charges filed

A former New London man is accused of sexually assaulting two pre-teen girls over a period of two years, then threatening them if they told anyone.

Ricky L. Felts Jr., 27, Oshkosh, is charged with four counts of sexual assault of a child, one count of sexual exploitation of a child, one count of attempted sexual exploitation of a child, two counts of felony intimidation of a victim and one count of contributing to the delinquency of a child.

On March 3, Detective Sgt. Julie Thobaben with the Waupaca County sheriff’s Office began investigating allegations that Felts had sexual contact with two girls while they lived in Waupaca, Manawa, the town of Lebanon and New London.

The girl had informed her counselor that the assaults had last occurred in August 2015 when she was 13 years old.

According to the criminal complaint, the sexual assaults began when the oldest girl was age 11 and the youngest girl was age 10.

The oldest girl told Thobaben that Felts bribed her with marijuana, pot and cigarettes. Both girls said he wanted them to send photos of themselves to him.

“I kept saying no, but he reminded me how he would do something worse if I didn’t do it, so I did,” the older girl told Thobaben.
Felts denied sending pictures to the girls or receiving photos from them.

“Ricky never denies these past allegations,” the complaint says regarding the assaults. “Ricky only says it didn’t seem believable because there were other people in the house.”
