Waupaca man charged with sixth OWI

A 58-year-old man was arrested for drunken driving after he was seen taking plants from in front of two stores.

Randal J. Frank, Waupaca, is charged with a sixth drunken OWI and driving while his license was revoked.

On the evening of May 12, Waupaca Police Officer Dan Wasrud was advised that a man had been seen stealing flowers from outside the Kmart and Piggly Wiggly stores.

A witness reported seeing a small red truck run the red light at West Fulton and Western Avenue, then pull into the Kmart parking lot. The driver allegedly took several flats of plants from Kmart, then from Piggly Wiggly.

The truck’s driver was described as about 6 feet tall with shoulder length blond hair.

When Wasrud arrived at the scene, he found the truck in the parking lot. He approached the man and noticed there were several flats of flowers in the bed of the pickup.

The man was identified as Frank and a records check indicated that his license was revoked.

Frank initially denied drinking, then later admitted to having “a couple of beers.”

A preliminary breath test indicated that Frank had a .141 blood-alcohol level.

According to court records, Frank was previously convicted of drunken driving in August 1990, January 1991, November 1992, May 1997 and September 2010. His license was revoked in November 2010 and not reinstated.
