Mayor addresses school board on budget records, band decision
Magee began with an open records request. She asked that all wages, including fringe benefits for administrators, teachers, support staff, as well as full-time and part-time summer help be published with the district's Annual Report and Budget Hearing packet by August 2010.
She respectfully made her request as a taxpayer in the district and also submitted it in writing.
In a second letter to the board, Magee expressed her deep disappointment with the school district's decision to not provide a band for Memorial Day services in Bear Creek, a tradition she said has been ongoing since the Bear Creek School District merged with Clintonville.
She said the decision made the district "look stupid" and asked the board if they made the decision or learned about it afterwards.
"Students that go out for sports have the criteria that they will attend all practices and be at all games. When I was in band, back in the dark ages, and until this May it was expected that both bands would participate in all parades and concerts and if we didn't, our grade was affected by our choice," said Magee.
"I'm asking that the board members take a good look at this. This is a day for our Veterans not a vacation day. I believe they would march if Memorial Day would be changed back to May 30 and not have a three day weekend," she explained.
Another resident, Mary Kautz, spoke and agreed with Magee. "I feel that we do need to learn from our mistakes and reverse this decision," she said. "If it's an issue with money then maybe we need to start cutting. And we can start from the top," she added.
The board thanked both of them for sharing their views.
Preliminary budget numbers approved
In other business the board unanimously approved the proposed budget numbers for the 2010-2011 school year.
The board adopted the following budget items:
$16,550,573 for Fund 10-General Fund
$3,494,069 for Fund 27-Special Ed Fund
$1,865,153 for Fund 39-Debt Service Fund
$724,425 for Fund 50-Food Service Fund
$500,000 for Fund 60-Sudent Activity Fund
$490,598 for Fund 80-Community Fund
$20,000 for Fund 21-Special Ed Fund
$6,000 for Fund 72-Private Trust Fund
HVAC proposal
The board met with Dale Bergman of Complete Controls to discuss the progress of a proposal for HVAC upgrades. Cost will range from $46,600 to $57,000 depending on the status of a potential grant award from Focus on Energy. The board unanimously approved Bergman's proposal with the stipulation the district would not incur overtime labor charges on the project.
Equipment purchase
The board unanimously approved a proposal by Steve Reinke to update building and grounds lawn and tractor equipment through trade-ins and new purchases. The proposal asked to replace the district's 1960 Oliver Tractor, replace a John Deer deck mower, and purchase a snow removal broom and new lawn aerator attachment. The equipment would be purchased through Caroline Implement for a total cost of $66,381. The board concurred that the funds would come out of the general fund in order to save interest costs.
Browns Woods Trail proposal
The board heard a presentation from several Clintonville Middle School students and their instructor Greg Rose requesting permission to initiate a project to develop an 800-foot walking trail in Browns Woods, near the school. The trail would be funded through outside donations and students would assume general upkeep of the trail.
Closed session
The board closed the regular meeting and met in closed session to discuss the administration's recommendation to approve teacher assignment changes for the 2010-2011 school year, and administrative supervisory salaries. They also discussed CEA and ESP negotiation strategies and personnel items.
