Couple charged with forgery, fraud, theft

Rachelle N. Rast, 21, Waupaca, is charged with forgery and two counts each of mail fraud, credit card fraud and theft.

Matthew A. Lins, 26, Waupaca, was charged with felony theft of a firearm and misdemeanor theft.

On Sept. 20, Waupaca Police Officer Nicole Hahn spoke with a couple who reported that three packages that had been mailed to their apartment were missing. They said the mail carrier remembered placing the packages in front of their apartment door, but they were not there when the couple returned.

On Sept. 22, Waupaca Police Officer Wesley Zube met with a woman who reported that her purse had been stolen from inside her car the prior night.

While cancelling her credit cards, the woman learned that two purchases already had been made on the cards at the BP on West Fulton Street in Waupaca and at the Wal-Mart in New London.

On Sept. 21, a Waupaca resident reported that a 9mm handgun and a checkbook were stolen from his car.

On Oct. 1, Zube interviewed Rast, who had earlier informed Detective Sgt. Julie Thobaben, with the Waupaca County Sheriff’s Office, of her alleged involvement in several thefts and burglaries in Waupaca.

Based on what they learned from Rast, Zube and Thobaben went to Rast’s apartment where they arrested Matthew Lins and two teens suspected of being involved in area burglaries.

The officers also reported finding several items believed to be stolen or purchased with stolen credit cards, including a GPS unit, a green iPod, a cell phone charger and a cell phone.
