Neighbor charged with stalking

A couple told police their neighbor has been verbally abusive and threatened to kill them.

James H. Bartz, 52, Clintonville, is charged with felony stalking, three counts of felony intimidation of a witness, two counts of disorderly conduct and six counts of misdemeanor bail jumping.

On the evening of June 26, 2015, Clintonville Police Officers Dennis Finger and Craig Kamke were dispatched to a home on Seventh Street. When Kamke arrived, he found Bartz standing by a red construction trailer in his yard, pointing and yelling at another couple.

Bartz went inside his house, and Kamke spoke with the man and woman, who were Bartz’s neighbors.

The man told the officer he had been up on scaffolding, working on his garage, when Bartz came outside and started yelling and swearing at him. He said this has been going on several times a week for years, and he could not go outside even to mow his lawn without Bartz verbally attacking him.

According to the criminal complaint, the couple reported that Bartz has threatened to kill them.

Kamke attempted to contact Bartz by knocking on his door several times, but nobody answered.

In May 2014, Bartz was charged with misdemeanor battery and disorderly conduct after an incident involving the same neighbor. He was released from custody on a $1,000 signature bond with the condition that he have no contact with this neighbor.
