More charges for New London man

The man accused of stealing electronics from a storage unit now faces bail jumping charges in Outagamie County.

Brandon S. Luter, 31, New London, was charged in Outagamie County Circuit Court on Sept. 7 with two counts of felony bail jumping and one count of misdemeanor possession of drug paraphernalia as a party to a crime.

According to the Outagamie County criminal complaint:

On Sept. 6 just after 1:30 a.m., Officers Nicholas Wundrow and John Fuller of the Seymour Police Department pulled over a westbound vehicle on State Highway 54 near French Road.

The vehicle’s registered owner, 27-year-old Dustin A. Stelse of Waupaca, had a warrant for his arrest.

The driver verbally identified himself as Luter. He told officers he did not have identification with him.

A registration check indicated Luter’s driver’s license was suspended.

When the officers asked Luter who his passenger was, he allegedly replied “can’t tell you guys that.”

The passenger repeatedly denied he was Stelse and refused to say his name.

The officers identified Stelse by comparing his face to a photo in their database. Wunrow arrested Stelse on account of his warrant.

Fuller searched the vehicle and found a rubber tourniquet, a small bag containing a white powdery substance, a spoon with the bottom burned and a sharps container with 44 hypodermic needles.

Both Luter and Stelse denied the items were theirs. Wunrow arrested Luter for possession of drug paraphernalia.

Later in the booking room at Outagamie County Jail, Luter made remarks “about officers being new and trying to make a name for themselves,” according to the criminal complaint. “He also said something similar to ‘I can’t wait to see you on the streets.’”

When Outagamie County Sheriff’s Deputy Marvin Gramajo told Luter to stop talking, Luter allegedly rephrased his statement to, “I can’t wait to see you on the streets to be friends.”

Luter had two court cases pending in Waupaca County at the time of his arrest on Sept. 6 in Outagamie County.

On Aug. 31 in Waupaca County Circuit Court, Luter was charged in one court case with burglary, possession of burglary tools and possession of a controlled substance.

In another court case, Luter was charged with operating a vehicle without consent.

In the former case, authorities accused Luter of stealing more than $21,000 worth of digital devices from a man’s storage unit, including 20 Samsung Galaxy S5 smartphones, 12 mobile WiFi units, six Bluetooth speakers and five DVD players.

Deputies seized some of the items reported stolen when they executed a search warrant at Luter’s home.

On Sept. 4, Luter signed a $2,000 cash bond that covered both court cases. By signing, he had agreed not to commit further crimes.

If convicted of bail jumping in Outagamie County, Luter faces up to six years in prison.
