Commission approves condo design review

STEVENS POINT — The Stevens Point Historic Preservation Design Review Commission voted unanimously on Aug. 25 to approve design plans for a three-story condominium building on Third Street, paving the way for six new owner-occupied units near downtown.

The development, proposed by R&L Developers at 1016 Third St., will feature two condominium units per floor in a three-story structure. Jim Lucas, representing the developer, told commissioners the project is designed to address a shortage of attainable, owner-occupied housing for young professionals.

“Some of our staff are mid-20s and they’re frustrated with what’s available for them to purchase,” Lucas said during the meeting. “These are small in nature, and that was our intent—to make a nice place near downtown, parking, and very livable.”

Lucas added that while the term “affordable” is frequently overused, this proposal represents the closest the company could achieve for this specific parcel.

The site was previously home to the Eagle Plumbing building, which Lucas noted was too deteriorated to salvage. “That building was too far gone,” Lucas said. “It would have been nice to save it, but... it just didn’t work.”

The proposed three-story design is intended to serve as a visual transition between neighboring properties. It will sit between a two-story building to the west and a four-story building to the east, while facing residential homes across the street to the north. Lucas described the architectural style as contemporary, incorporating elements from the nearby North Side Yard apartments to blend modern and traditional designs.

The commission voted unanimously to approve the design review. Despite the approval, city officials noted that the project will require additional regulatory steps and action items before construction can begin.
