CLINTONVILLE – The speed limit on Kratzke Road between Golf Club Road and Hudson Road, as well as on Golf Club Road between Kratzke Road and Country Road D has been increased to 35 MPH.
The Clintonville Common Council approved the ordinance for the speed limit increase when it met Feb. 10. The speed limit increase took effect immediately because the council also agreed to suspend the rules for a second reading of the ordinance.
At the meeting, Ald. Brandon Braden asked why the ordinance needed to take effect after only one reading.
Clintonville City Administrator Caz Muske said the city has been working with the Town of Larrabee and the Wisconsin Department of Transportation on this matter.
“There have been some safety concerns brought to light on the township side and the city side, with the additional residences that have been built in the area,” Muske said. “So, working with the township, they already got everything approved in December with the state and they’re wanting to move forward with this because of the concerns. And then the inconsistencies of speed limits.”
Muske said the city also wanted to resolve the matter before golf season started.
“There’s also some issues with golf carts in the roadway, which is a separate issue, but we’re trying to move as fast as possible, to work with our local partners,” Muske said.
Public Works meeting
The matter was also discussed at the Jan. 29 Clintonville Public Works Committee meeting. At the meeting, Justin Mc Auly, director of the Clintonville Public Works Department, said the recommended change in speed limit is based off a study that was done on Kratzke Road and Golf Club Road.
Currently, only one section is posted at 35 MPH, but it’s not listed in the city’s ordinance.
“Without anything being posted, it’s at 25 (MPH), so per ordinance, right now, the east side Kratzke (Road) is technically 25 (MPH) right now, per ordinance,” Mc Auly said. “Then if you look over at Golf Club Road, the south side of Golf Club (Road) is technically 25 (MPH) right now, per ordinance.”
Mc Auly said for the city of Clintonville to be consistent with the Town of Larrabee, who has already approved a speed limit of 35 MPH based of the results of the study, the city would need to make a change to the its ordinance to increase the speed limit to 35 MPH for the following areas: on Kratzke Road between Golf Club Road and Hudson Road; and on Golf Club Road between Kratzke Road and County Road D.
He added that Clintonville City Attorney Keith Steckbauer had reviewed the ordinance change and approved it.
Clintonville Police Chief Craig Freitag told the committee that a meeting was held in December, which included officials from the city of Clintonville, Waupaca County, and the Wisconsin Department of Transportation (DOT). From that meeting, the DOT recommended the speed limit in those areas be increased to 35 MPH because a study showed the average speed of vehicles in the area was 35 MPH.
