Long history of habitual voyeurism

STEVENS POINT — On the March 9, 2026, the Stevens Point Police Department responded to the 300 block of Michigan Ave, for a report of a man on private property looking through windows. Patrol Officers quickly found the suspect, identified as 60-year-old Keith A. Larson of Whitewater as he tried to run and hide from officers.
Based on the initial investigation done by patrol, Larson was initially arrested for disorderly conduct, and a probation violation. Later, the investigation was assigned to the Investigations Bureau for follow-up. During the investigation, they learned that Larson had a history of similar peeping behavior dating back to 1998. A search of Larson’s phone by detectives revealed that he had been recording and photographing individuals through the windows of their homes, without their knowledge. Detectives worked many hours to identify and notify all victims in this case.
This investigation has led to the arrest of Larson on the following charges: 22 counts of Capture an Intimate Representation, 18 counts of Invade Privacy and two counts of Attempted Capture an Intimate Representation. Larson is currently on probation for similar charges resulting from an incident in Whitewater, Wisc. in 2023.
